The ketosis strips are not terribly sensitive, and most people don't register above the "trace" level if at all.
However, a lack of measureable ketones in the blood or urine doesn't necessarily mean production hasn't increased. Consumption is a big factor in what level is found in the blood, and consumption of ketones is probably enhanced by adaptation.
It's analagous to dumping a bucket of pieces of paper from a New York City rooftop, then going down to the street and counting how many you find. If the pieces of paper are blank, you'll find most of them on the street -- a high level. If the same number of pieces of paper are dropped again, but this time happen to be $20 bills, you likely won't find any on the street, because they have been snatched up ("consumed") by pedestrians. So, even though the number of pieces of paper "produced" were the same, the measurable street levels are quite different due to consumption.
Similarly, if ketone production rises, but consumption increases more, the measureable ketone level in the blood will fall.
This is one of the intriguing questions that warrants further research.
