Dehydration is definitely a factor for some people. However, tea/coffee also
contain caffeine, which can counteract cortisol. Cortisol is the hormone that
your body sometimes over-produces when you feel "hungry", and it's the
one that can lead to "the shakes" and fuzzy thinking etc. Sometimes a
bite of ANY food can cause the body to release enough insulin to
counteract the cortisol ... lemon juice or vinegar can work too. Exercise
can work also, by releasing adrenaline.

The way to tell if it is dehydration or cortisol would be to experiment:
try plain water and see if it works too.

It's hard to realize at the time, but "hunger" is only tangentially related
to the body "being out of food". Your body usually has PLENTY of "food"
to eat, and the stuff you eat takes awhile to turn into a usable form anyway.
"Hunger" is basically your body's way of coercing you into eating ... and
sometimes it does that too much, even when you don't need the
calories.

Dehydration, on the other hand, is a very real condition that is easily
solved by drinking water. Or sometimes, water with electrolytes.
